My views on the subject
I think we would have to find a small island somewhere in the pacific, thats fairly shallow, then with whatever muscle you can obtain, build up the island, dredge the seabed and build it up, make it your desired height and size, I think this is a real possibility, technology exists whre it can be done fairly cheap, you would also want to embed within the island your electrical grid, so you can generate free electrcity, you can also use all green sources for additional power, I wouldnt like to see gas powered cars on the island, but mass transit, and electric vehicles, a good place for the segway to prosper, you might have to create a defensive system, that will thwart common pirate types, Im sure the UN would let us join I guess after we exceed a certain population, I got more on this if you like to hear.. |

You would need at least 5 million to get it right.. Thats not counting if you buy the island.
Ship to transport all the stuff...
Your talking about importing all of your equipment, fuel, food, building supplies. etc
